This Data Science and Informatics Specialist 2 (DSIS2) serves as the analyst for the data validation, analysis, and modeling for the programs represented in the Trueblood Contempt Settlement Agreement, which addresses diverting people from the criminal legal system, competency evaluation, and restorative services. These community-based programs provide intensive case management, housing support and services, and outpatient competency restoration. About the division:
The DATA (Data Acquisition, Transformation and Analytics) team of the Health Care Authority, within the Strategy, Policy, and Innovation (SPI) division, is responsible for leading agency data strategy; and leading the implementation, maintenance, and enhancement of the data management, analytics and reporting systems that inform agency leadership in support of HCA’s goals, as well as for monitoring program performance to ensure accountability and alignment with agency activities.
About the position:
This position provides full-time programmatic data analysis and reporting support for six behavioral health programs under the Trueblood Contempt Settlement Agreement: Outpatient Competency Restoration; Forensic Projects for the Assistance in Transition from Homelessness; Forensic Housing And Recovery through Peer Services; Crisis Housing Vouchers; Post FHARPS Global Leasing; and Trueblood Diversion Programs. This position will support program needs for monitoring of behavioral health provider resources and population needs to inform policy decisions improving access to behavioral health services.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
Duties

Some of what you will do:
- Analyze and interpret program data from multiple data systems including but not limited to HCA’s PDAMS data capture system, Excel, and Department of Social and Human Service’s Navigator Case Management System.
- Develop and implement routine systemic data quality checks and data cleaning protocols using statistical software such as R, SAS, and SQL.
- Conduct analysis of program operations and workflows where needed and assist with development of scope and specifications for system design and/or use cases.
- Develop reports and presentations.
- Create and review operational dashboards, interactive visualizations and graphs, reports and presentations to provide real-time data analysis using tools such as PowerBi, Tableau, R code and Excel.
- Develop and produce program metrics and outputs to inform DBHR program management.
- Combine multiple data formats and sources to meet analytic project requirements.
- Collaborate closely with the DBHR program management team, to help identify data collection, development, and enhancement of data capture systems.
- Inform and act as subject matter expert for complex data definitions, analysis, logic models, and required reporting
- Develop health care data science modeling, evaluation, research, and statistical analysis for populations served by DBHR programs.
- Develop, interpret, communicate, and present data science findings to a variety of audiences, including colleagues, policymakers, and the public.
Qualifications

Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
- Master's degree in informatics, data science, mathematics, computer science, statistics, biostatistics, epidemiology, or related technical or quantitative field.
Option 2:
- Bachelor's degree in informatics, data science, mathematics, computer science, statistics, biostatistics, epidemiology, or related technical or quantitative field.
- Two (2) years of professional experience performing data science or informatics data work which includes working with complex health care, behavioral health, and/or public health analytics, data visualization software and R, SAS, SQL, M code and/or Python programming.
Option 3:
- Six (6) years of professional experience performing data science or informatics data work. Experience must include at least two (2) years’ experience working with complex health care, behavioral health, and/or public health analytics, data visualization software and R, SAS, SQL, M code and/or Python programming.
Required competencies:

Preferred qualifications:
- Demonstrated knowledge of prevention, outpatient, and residential service delivery systems for behavioral health for youth and adults.
- Knowledge of the structure and operations of behavioral health systems at the local, state and national levels.
- Knowledge of medical and/or pharmacy coding such as ICD-10, Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS) codes; health care business and systems; research methods; advanced statistical theory and techniques.
- Comfortable interacting with staff members at all levels of the agency; high level of workload management including organization and prioritization of tasks; ability to work effectively in a multi-disciplinary team; excellent written and verbal communication skills.
- Advanced experience working with large and complex data sets; advanced level SQL, R, Python, SAS or other programming skills; experience with data visualization using Power BI, Tableau and other similar visualization tools.
- Demonstrated planning, critical thinking/analytical skills, and commitment to collaborative teamwork.
- Proficiency in problem identification, ability to view issues from multiple perspectives, and generate a variety of solutions.
- Oral communication skills facilitating small group meetings, written communication including concisely worded and professional e-mail communication, short, concise memoranda, flow diagrams, logic models, graphics and other visualizations.
